The Place Located at level two of Jewel Changi Airport, Tutto by Da Paolo is a wallet-friendly and casual Italian restaurant. It spots a vibrant and modern interior with a direct view of the iconic Rain Vortex, Tutto is the newest concept from the family behind Da Paolo, where the entire menu is kept under S$30. 

The colour tone of the interior feels like it is summer all year as is the case in Singapore. There are warm splashes of yellow and orange, accented by green tones and woven rattan ceiling panels. The layout is casual yet stylish, making it suitable for quick pre-flight meals, casual family gatherings, or window-seat dates facing the indoor waterfall. 

The Food The core menu focuses on freshly made, handcrafted pastas and slow-fermented, hand-stretched pizzas starting from just S$15. 

For starter, I had the Broccolini (S$15) which is tossed in a fragrant, house-made tutto chili oil and topped with crunchy garlic breadcrumbs. 

My top pick for pasta is the Pasta Assassina (S$19). This is a rare, pan-fried dish from Bari, Italy, rather than a boiled pasta.  I love the charred bits where the texture is chewy along with a moderately spicy kick from the signature chilli oil that is incredibly shiok and addictive. 

The Carbonara (S$20) is an easy option which is a creamy mix of spaghetti with egg yolk, Pecorino Romano DOP, and guanciale, a Roman original. 

For pizza, I tried the Quattro Formaggi e Miele Piccante Pizza (S$23) where the pizza dough here undergoes a 72-hour fermentation process. The result is an airy and chewy texture with a light, blistered edge crust.

The combination of four cheeses with a drizzle of sweet honey and a touch of spicy chilli oil yields an elite flavor balance that keeps the pie from feeling overly heavy. 

For dessert, skip the standard options and head to the counter for the Gelato (starts from S$7.90) which uses recipes from Chocolat Milano. I had a combination of Dark Chocolate, Hazelnut, and Pistachio – all good in its own way. 

Rants The main dining area is an open concept space which is exposed to passersby if that is a concern.

Will I Return Again? It is great to find good and affordable Italian food in a touristy spot like Jewel Changi. It helps that the space of Tutto is spacious and there is a good variety to choose from be it for pasta or pizza.
