Food Review: Happy Congee (滿粥了) At ARC 380 | Cheap And Delicious Hong Kong Style Chee Cheong Fun & Congee In Jalan Besar

The Place Located in a new food court Bgain at Arc 380, Happy Congee (滿粥了) is a new stall which sells Hong Kong style Chee Cheong Fun and Congee. It is opened by an ex-consultant of the popular Mui Kee Congee, hence I was quite keen to check it out. Arc 380 is a office building in Jalan Besar, and the food court is quite modern and pleasant to dine in, with both indoor and outdoor seatings.

The Food I love the options here, just go for Chee Cheong Fun which comes in various flavours, or the Congee likewise.

The most iconic flavour to go for the Chee Cheong Fun is the Triple Sauce Rice Noodle Roll (S$3.50). This Chee Cheong Fun is drizzled with peanut sauce, sweet sauce and light soy sauce, and it remind me of the version I had in Hop Yik Tai Chee Cheong Fun in Sham Shui Po, Hong Kong.

The combination of the sauces make it very flavourful, and I love the silky and soft texture of the rice roll.

One noteworthy mention is that the rice roll is freshly made to order, and you can watch how the chef prepares it by the side window of the stall.

There are the usual shrimp and char siew rice noodle roll flavours, but I decided to give the Mala Chicken Shred Rice Noodle Roll (S$5) a try. This novel flavour is not authentically Hong Kong, but caters to the Mala trend in Singapore. Expect a very punchy mala flavour which I feel overpowers the taste of the rice roll itself. I didn’t enjoy this as much as the Triple Sauce Rice Noodle Roll.

I only have space for one congee and I went straight for the signature Hong Kong Boat Congee (S$6). Silky congee texture here, with slices of fish meat and peanut. It is good, though not out of the world.


Rants Expect a considerable wait for the freshly made rice rolls when the stall gets busy.

Will I Return Again? For the Chee Cheong Fun, a definite yes. I like the fresh flavour of the rice rolls, and am keen to try the other flavours next time. The food court is fairly pleasant to dine in as well.
